This bill would codify the International Holocaust Remembrance Alliance’s (IHRA) working definition of anti-semitism, including associated examples. The IHRA definition would then become the basis for determining whether or not a targeted offense or discriminatory act committed by one person against another would be enhanced to a hate crime.
